The method of procuring and maintaining motorways and major trunk roads in the UK has changed significantly over the last fifteen years.


Around 25% by value of major schemes are now procured using private finance contracts, with DBFO (Design Build Finance and Operate) being the most widely used.


The Highways Agency has developed Route Management Strategies (RMS) to take a strategic approach to the maintenance, operation and improvement of the roads network. Currently nineteen RMS's are underway with a further fifty to follow in the next two years.


Each RMS adopts a ten-year scheme and a three-year investment plan for every route under the umbrella of the strategic road network.
